New Underground Parking Garage Coming to Ostrava Poruba
A long-anticipated project in Ostrava-Poruba is finally becoming a reality. A new underground parking garage will be built on Budovatelská Street in the coming years, providing 116 car spaces in an area where parking has long been in short supply.

The idea dates back to 2017, when the Poruba district commissioned a strategic urban study of the area.
The study identified an opportunity to use the existing slope where the outdoor sports field of the Pavel Tigrid Language Grammar School is currently located. The plan involves building the parking garage into the hill, with a brand-new sports field constructed on the roof.
“Underground garages are the best solution because they preserve green space, which residents value most in our district. While generally expensive, this location allows us to take advantage of the natural terrain to embed the garage into the slope,” said Poruba Mayor Lucie Baránková Vilamová. “We had to resolve complex property ownership issues, as the land belongs to the region. After many negotiations, the Moravian-Silesian Region agreed to a partnership — the city will build the garage, and the region will fund the new rooftop sports field.”
The City of Ostrava has launched a public tender to find a contractor. “In recent years, we’ve completed two parking structures near the Poklad cultural center in Poruba. Now we are adding a third, located by the Pavel Tigrid Grammar School,” said Mayor Jan Dohnal. “It will be a single-level underground structure with a tartan sports field on the roof, accessible from Budovatelská Street. The garage will be partially embedded into the terrain, minimizing disruption to the surrounding area.”
In total, the new garage will provide 116 parking spaces for cars, 10 for motorcycles, and will also include bicycle storage. The project, designed by CHVÁLEK ATELIÉR, is expected to cost around CZK 161 million. If the tender process proceeds smoothly, construction could begin later this year and finish by July 2027. The project wouldn’t be possible without cooperation from the Moravian-Silesian Region. “The appearance and function of public spaces in our cities matter. That’s why the region actively supports their development,” said Regional Governor Josef Bělica. “After Poruba revitalized the area around the grammar school — one of the region’s top secondary schools — we’re now contributing by funding the rooftop sports field, which will enhance the school and benefit the public. This is just one of several regional investments at the school campus.”
In recent years, Ostrava has made major strides in expanding parking capacity. In Poruba alone, two garages with 138 spaces were completed near Poklad cultural center, with some spots allocated to residents. Another 69-space parking lot was added as part of the revitalization of Vítězslav Novák Square.
Citywide, Ostrava continues to invest in parking infrastructure. In 2023, nearly 200 spaces were added near Ostrava Zoo, and another 155 were made available under the University of Ostrava building at Černá louka. A 465-space garage near the city hospital also opened last year. A unified and cost-effective parking system has been implemented in six parking facilities. Construction is currently underway on a new parking house next to the Moravian-Silesian Regional Office, increasing capacity from 77 to roughly 600 parking spaces.
These efforts reflect the city's ongoing commitment to solving parking challenges and improving urban mobility across Ostrava.
