Basic Information about the Municipal Police of Ostrava
Due to the changes that took place following the democratic elections held in November 1990 and the resulting increased powers of municipal and local authorities, Act No. 367/1990 Coll., on Municipalities (Municipal Establishment), entrusted municipalities with the independent responsibility of ensuring local public order. This also granted the municipal council the authority to establish a municipal (city) police force to secure these matters. In connection with this, on 6 December 1991, the Czech National Council adopted Act No. 553, on Municipal Police, which came into effect on 1 January 1992.
The draft generally binding ordinance on the municipal police, submitted for the 9th session of the City Council of Ostrava, held on 12 February 1992 by the Mayor of Ostrava, was based on Act No. 553/1991 Coll., on Municipal Police, and Act No. 367/1990 Coll., on Municipalities (Municipal Establishment).
The City Council of Ostrava resolved on 12 February 1992 to issue, pursuant to § 14 paragraph 1 letter i) and § 36 paragraph 1 letter f) of Act No. 367/1990 Coll., on Municipalities (Municipal Establishment), as amended, and in accordance with § 1 of Act No. 553/1991 Coll., on Municipal Police, the generally binding ordinance No. 1/1992 on the Municipal Police. This ordinance came into effect on 1 March 1992. By the so-called “Founding Charter” dated 1 March 1992, signed by the Mayor of Ostrava, it was established that, effective from 1 March 1992, the City Council of Ostrava, by Resolution No. 167/8 of 12 February 1992, would establish a budgetary organization without legal personality under the name Municipal Police of Ostrava, with its headquarters at Nemocniční 11, Ostrava 702 00.
