The Statutory City of Ostrava is issuing CALLS for project submissions for Integrated Development Plans of the City of Ostrava (IDP) which are financed by the EU with funding channelled through the Regional Operational Programme Moravia-Silesia (ROP).
These calls include precise specifications of the conditions which must be met by individual projects in order to access funding from the Regional Operational Programme Moravia-Silesia (ROP) as part of the Integrated Development Plans.
The calls are continual – which means that it will be possible to submit projects at any time up to the end of the programming period (2013) or until all available funding has been accessed.
The IDP Executive Committee meets quarterly and assesses the submitted projects according to set criteria. On the basis of this assessment the Committee recommends that projects be approved or rejected by the City organs (City Council and City Assembly). After approval by the City Assembly projects are submitted to the Office of the Regional Council which takes the definitive decision on the award or non-award of the subsidy.

Ostrava presented its Integrated Development Plans at the integrated planning conference entitled ‘Making Visions Come True’ which was held in Ústí nad Labem on 20 – 21 May 2009. More information is available HERE .
The Integrated Development Plan of the City of Ostrava is a key policy document enabling the City to achieve its full development potential by accessing structural funding with an emphasis on synergy of interventions by relevant operational programmes and the strategic concentration of resources. An Integrated Development Plan (IDP) such as Ostrava’s consists of a set of mutually coordinated and interconnected activities implemented within a particular territory or as part of a themed approach in towns and cities.
Basic conditions of the Integrated Development Plan
- The IDP must be created by the City, which is responsible for its implementation
- The IDP must be based on the City’s strategic and development documents
- In all phases of preparation, planning and implementation of the IDP the City must respect the principles of partnership and public involvement
- The IDP must represent an integrated solution bringing synergic effects
- The IDP must comply with the content and structure required by methodological directives, including compulsory supporting documentation and complying with the requirements for the preparation and planning of the IDP
- The defined area for the IDP must meet the criteria specified in methodological directives
- In the case of an IDP submitted as part of a ROP, the minimum amount of ROP funding contributed towards the IDP is EUR 10 million
