The Statutory City of Ostrava is issuing CALLS for project submissions for Integrated Development Plans of the City of Ostrava (IDP) which are financed by the EU with funding channelled through the Regional Operational Programme Moravia-Silesia (ROP).

These calls include precise specifications of the conditions which must be met by individual projects in order to access funding from the Regional Operational Programme Moravia-Silesia (ROP) as part of the Integrated Development Plans.

The calls are continual – which means that it will be possible to submit projects at any time up to the end of the programming period (2013) or until all available funding has been accessed.

The IDP Executive Committee meets quarterly and assesses the submitted projects according to set criteria. On the basis of this assessment the Committee recommends that projects be approved or rejected by the City organs (City Council and City Assembly). After approval by the City Assembly projects are submitted to the Office of the Regional Council which takes the definitive decision on the award or non-award of the subsidy.

Ostrava presented its Integrated Development Plans at the integrated planning conference entitled ‘Making Visions Come True’ which was held in Ústí nad Labem on 20 – 21 May 2009. More information is available HERE .

The Integrated Development Plan of the City of Ostrava is a key policy document enabling the City to achieve its full development potential by accessing structural funding with an emphasis on synergy of interventions by relevant operational programmes and the strategic concentration of resources. An Integrated Development Plan (IDP) such as Ostrava’s consists of a set of mutually coordinated and interconnected activities implemented within a particular territory or as part of a themed approach in towns and cities.

An Integrated Development Plan is implemented through various individual projects, which

· aim to achieve common goal(s) of the Region, the City, municipalities or locations

· can be supported via one or more operational programmes

An Integrated Development Plan involves two main approaches:

· the zonal approach – the IDP focuses on a specific and defined area of the city, either an area with high growth potential or a deprived area

· the thematic approach – this type of plan deals with one selected theme or group of issues across the entire area of the city

The Integrated Development Plan of the City of Ostrava is a programme document based on the Regional Operational Programme (ROP) Moravia-Silesia, priority axis 3 – Development of Towns and Cities, Measure 3.1 – Regional Development Poles. Integrated development plans are produced by all Czech cities and towns with a population of over 50,000, plus the town of Mladá Boleslav. In the Moravian-Silesian Region – which covers the territory of the NUTS II Moravia-Silesia region, a total of 5 cities and towns have their own integrated development plans: Ostrava, Havířov, Karviná, Frýdek-Místek and Opava. As part of Measure 3.1, these five urban centres have been allocated funding of approx. CZK 3 billion.

The advantage of an Integrated Development Plan is that, although such plans are based mainly around the use of ROP funding, it is also possible to incorporate funding from another type of operational programme – Thematic Operational Programmes (TOPs). In such cases, TOP projects incorporated into Integrated Development Plans have a better chance of succeeding amid strong competition, as they already have extra funding attached to them.

Basic conditions of the Integrated Development Plan

The IDP must be created by the City, which is responsible for its implementation
The IDP must be based on the City’s strategic and development documents
In all phases of preparation, planning and implementation of the IDP the City must respect the principles of partnership and public involvement
The IDP must represent an integrated solution bringing synergic effects
The IDP must comply with the content and structure required by methodological directives, including compulsory supporting documentation and complying with the requirements for the preparation and planning of the IDP
The defined area for the IDP must meet the criteria specified in methodological directives
In the case of an IDP submitted as part of a ROP, the minimum amount of ROP funding contributed towards the IDP is EUR 10 million

The Statutory City of Ostrava has prepared two Integrated Development Plans (IDPs):

1. Ostrava – Magnet for the Region , which focuses on Ostrava as a territory with high growth potential. The plan covers the city centre and surrounding areas, which after implementation of the IDP are set to become an attractive centre for the third largest city in the Czech Republic, hosting events of national and international importance.

2. Ostrava – Pole of Development, which focuses on two closely connected issues. The main issue is Economic Development; the related issue is Transport Accessibility and Mobility. Implementation of this IDP will bring an improvement in the education and qualification structure of the city’s population, developments in research and innovation, and more effective solutions to the city’s transportation needs.

The IDPs are scheduled for the programming period 2007-2013. All building projects related to the IDPs are to be completed by the end of 2015.

The Ostrava City Assembly approved the IDP Ostrava – Magnet for the Region at its 19^th session on 25.6.2008 in ruling no. 1208/19.

The IDP Ostrava – A Pole of Development was approved by the Assembly at its 26^th session on 25.3.2009 in ruling no. 1925/26.

The Committee of the Regional Council of NUTS II Moravia-Silesia assigned funding totalling 63 490 374 € to both IDPs.
